When it comes to dogs, they have a cognitive capacity of a 3-4 year old child so they NEED their owners for protection and love. If an owner abuses that power, the punishment should be the same as it would be if the dog was a child. I'm a vegetarian and an animal rights activist so I have a very biased opinion.
